1 Introduction, apologies and substitutions
The Chair welcomed everyone to the Committee. There were no apologies.
2 New petitions
2.1P-04-504 A483 Maerdy bridge Road Junction safety
The Committee considered the petition for the first time and agreed to write to:
· the Minister for Economy, Science and Transport; and
· Powys County Council
seeking their views on the Petition.
2.2P-04-505 Eating Disorder Unit in Wales
The Committee considered the petition for the first time and agreed to write the Minister for Health and Social Services, seeking his views on the petition.
2.3P-04-506 Free bus pass / concessionary travel for benefit claimants, students and under 18s
The Committee considered the petition for the first time and agreed to write to:
· the Minister for Economy, Science and Transport; and
· the Transport Consortia
seeking their views on the petition.
2.4P-04-507 A Welsh bill of rights for women and girls: adhering to CEDAW
The Committee considered the petition for the first time and agreed to write to the Minister responsible for Equalities seeking his views on the petition.
2.5P-04-508 Restore the Glandyfi view
The Committee considered the petition for the first time and agreed to write to the Minister for Economy, Science and Transport seeking her views on the petition.
2.6P-04-509 Save the Welsh National Tennis Centre
The Committee considered the petition for the first time and agreed to write to:
· the Minister for Culture and Sport seeking his views on the petition and clarifying the current position regarding the designation of the facility as the Welsh National Tennis Centre;
· Virgin Active seeking clarification on whether they have any contracts with the Council or the Welsh Government;
· Swansea Tennis Centre seeking information on their recent experience regarding funding issues;
3 Updates to previous petitions
3.1P-03-263 List Stradey Park
The Committee considered correspondence on the petition and agreed to write to:
· the Minister for Culture and Sport seeking clarification on the timeframe for the proposed Heritage Bill and whether it will contain proposals in respect of local listing;
· Cadw asking for more information on discussions that have taken place with the developer and the reasons why sporting venues cannot be listed; and
· the Local Authority regarding local listing.
3.2P-04-393 Llanymynech and Pant Bypass Action Group
The Committee considered correspondence on the petition and agreed to write to the Minister thanking her for her response, asking to be kept informed of developments and consider whether they will set up a joint working group with the Transport Department in England.
3.3P-04-415 Support for Designation of Highly Protected Marine Conservation Zones
The Committee considered correspondence on the petition and agreed to close it in light of the Minister’s recent statement.
3.4P-04-459 A direct rail connection from Cardiff Airport to Cardiff central and west Wales
The Committee considered correspondence on the petition and agreed to await an update from the Minister.
3.5P-04-468 Road Safety Concerns A48 Chepstow
The Committee considered correspondence on the petition and agreed to write to the Minister asking her to take account of the petitioner’s further comments.
3.6P-04-491 A National Bank of Wales and complementary Welsh currency
The Committee considered correspondence on the petition and agreed to:
· close the petition as Ministers have ruled out plans to establish a National Bank of Wales at this stage and that there Is an on-going review on Access to Finance currently being undertaken; and
· forward the petitioner’s further points to the Ministers and Professor Jones-Evans.
3.7P-04-402 Council Prayers
The Chair and Russell George placed on record that they are Members of Powys County Council.
The Committee considered correspondence on the petition and agreed to:
· write to the Minister asking for further clarification on the need for legislation;
· Seek further legal advice if necessary; and
· write to the petitioner asking for their views on the Minister’s statement.
3.8P-04-413 Maternity Services in the Cynon Valley
The Committee considered the petition and agreed to close it as no response from the petitioner has been received.
3.9P-04-450 Barry & Vale needs a fully functioning hospital
The Committee considered correspondence on the petition and agreed to forward the petitioner’s further comments to Cardiff and Vale University Health Board.
3.10 P-04-428 Alternative energy for street lighting
The Committee considered the petition and agreed to close it as no response from the petitioner has been received.
3.11 P-04-484 EMA for all!
The Committee considered correspondence on the petition and agreed to write to the petitioner seeking a response to the Minister’s letter.
3.12 P-04-485 Abuse of casual contracts in Further Education
The Committee considered correspondence on the petition and agreed to take oral evidence on the petition from:
· the petitioner; and
· Colegau Cymru;
The Committee also agreed to seek a summary of the consultation responses received on the petition from the Research Service, which could also include any research carried out by the UCU.
3.13 P-04-487 A Welsh Government deposit loan scheme for first time Welsh home buyers
The Committee considered correspondence on the petition and agreed to seek the Minister’s views on the petitioner’s further comments.
3.14 P-04-489 A National affordable and priority housing Act of Wales
The Committee considered correspondence on the petition and agreed to seek the Minister’s views on the petitioner’s further comments.
